Note that from F3 onwards WebDAV is available as a separate download.

To quote DJ:

The WebDAV and target management component is available as a separate
download
from eclipse.org. On the "downloads" page go to the very bottom and you
will
see a separate Zip file with these projects. Extract this to the same
directory
as your SDK download and it will be enabled.

It's as easy as that!
