Note that the site optimizer will also do JAR signing (with or without packing).  We need to ensure that the optimizer does incremental packing (that is, allow the optimizer to be run repeatedly on ths same site content and have the second run treat only new content.)

As part of the effort to improve Callisto installation experience, we have
published a proposal for a site performance enhancement utility that uses
