[platform-ui-dev] Clarification: M1 is CQ Deadline

Some clarification
to this.

The exact wording
from Wayne was "asap". In the Planning Council call we said,
M1 would be a good deadline for bigger CQs. For CQs that are small or are
just a new version of a library, CQs can also be filed after M1. If you
already know of a CQ coming after M1, it would be good to file a placeholder
CQ already now, so that the IP team can plan for it.
