[platform-ui-dev] Update Gerrit job for SWT so it can better run tests

Hi all,

I've updated the CI job that validates Gerrit reviews for eclipse.platform.swt so it will rebuild the fragments before running tests. With that, it makes that the test will use the fragments, with the modified code submitted by contributor, and it should result in test reports being more accurate in many cases for Gerrit reviews about SWT.
