There is a bug about active tab not easy to detect in default themes (should be planned for 4.7), please also ask there. Since bugzilla is down, I can't give you the exact bug number.
 
My personal opinion: it looks like an alien, so clearly -1. I've never seen tab highlighter *inside tab below text*.
 
However, if you would place the highlighter on the top of the tab, this could be very similar what many applications and even GTK does, so more convenient.

Friends of Platform UI,

I've created a patch for Bug 497586 and like to ask you whether the highlighter underline should be applied to the default and the dark theme.

Since this is a pretty visible change I'd like to ask you about your opinion.

Here is how it looks like in the default and in the dark theme.

In the patch I already applied the CSS, which is responsible for the active tab highlighting, so that you can easily fetch the patch and take a look and play around with different colors in the CSS files.
