[platform-ui-dev] Fixing the main toolbar color inconsistency under Wind

Friends of platform UI,

my company is starting a new customer project for which I have to use
the Windows OS.

I noticed that the main toolbar styling looks really bad due to its
inconsistent usage of colors for the perspective switcher and the main
toolbar.

We fixed that for Mac OS in the Neon releasee see
https://www.eclipse.org/eclipse/news/4.6/M5/

I plan to fix that also for Windows via Bug 497490.

This change will make the broken underline for QuickAccess more
visible and we should fix that via Bug 497547.
