[platform-ui-dev] Should we activate "Always run in background" by defau

Friends of Platform UI,

As you know I use Android Studio for Android development  and its
frequent popups for background tasks, made me realized that our option
to run jobs in the background is a real gem.

I suggest to activate it by default so that more users have a pleasant
out-of-the-box experience. I reopened bug
https://bugs.eclipse.org/bugs/show_bug.cgi?id=146205 for this, which
was closed in 2006. I think requirements have changed over time.

What do you think? Please comment here of in the bug.
