[platform-ui-dev] org.eclipse.e4.core.contexts.debug?

In trying to solve https://bugs.eclipse.org/bugs/show_bug.cgi?id=478221 and have come across DebugHelper, which doesn’t appear to be referred to in the releng, platform.ui or platform.runtime git repositories. The only clue it was once useful is an x-friends reference to org.eclipse.e4.core.contexts.debug and that only has a hit on Lars’ site to an old reference in eclipse.platform.ui:

Has this bundle been deleted? Is it in the org.eclipse.e4.core.tests bundle instead (in which case, where is that located?) Otherwise, can the x-friends line be removed and the detritus garbage collected?
