I also look at the code in the releng tools, and it also updates
modified file. I assume it would "only" look at files marked as dirty
or staged but I think it looks at all files.
I will look further at the source code to see what it really does. ;-)

I pretty sure it does but I did use it for a long time and can't really remember. I know that Eike Stepper also made a tool for CDO where he fixes the copyrights automatically by looking at the git history. It sets the first date from the creation date of the file in the repo and the upper bound with the latest commit date. I can't find any reference to this tool, but I am adding him to cc ;)
