Please have a look at the endgame plan from Dani (see below).

In a short essence:

In RC1 and RC2 we should focus on: P1 defects, performance defects and special "polish" items. In RC1 you need one additional committer to approve the change. Approvals get more difficult, see the endgame plan for details. Feature work requires PMC approval.

As of RC3 we should work only on serious defects and documentation.

Changes to tests, demos etc. are still OK without approval, please add the corresponding keyword to the bug.
