This is an issue we've been fighting a while and I hope we are just too
much in the mud to see the light.

We got a command called "BrowserSim" which has an associated toolbar/menu
entry and we would like to have the command browersim available via
quickaccess but not necessarily force the toolbar/menu to be polluted in
every perspective.

What is right way of making a command available in all perspectives
without polluting the UI ?
