It has the same symptoms as https://bugs.eclipse.org/bugs/show_bug.cgi?id=386292

When a dialog opens, the active runtime information changes and that effects menu item visibility.

In 3.x we had a special "kill switch" to ignore visibility changes, but it needs a slightly different implementation in 4.x
