Hmmm, good question.  I know that we would need to set the iplog flag on the contributed patch, but that would be enough to record both the contributor and the committer (set the flag).  In the past we've assigned those bugs to the committer not the contributor.  I'm fine with that (easier to find which bugs your supposed to be committing patches from), although I'd be fine if there was a good reason to assign to the contributor.
