I would use all the channels you listed, plus:
- eclipse-dev@xxxxxxxxxxx (the general developer mailing list for anything that affects the Eclipse top-level project as a whole), and
cross-project-issues-dev@xxxxxxxxxxx which should have all key people (e.g. PMCs) from the different projects at Eclipse.

At least eclipse-dev@xxxxxxxxxxx is moderated; if you want, I can send heads up messages to those two mailing lists.

Finally, if we decide that we need to make changes that may potentially break clients, this would need to be added to the porting guide (in the .isv doc plugin).
