[platform-ui-dev] Per perspective editors

We're releasing a simplified API that can help with having different
editors open in different perspectives without having to open and
close the editors:

[Perspectives] DCR: Would like configurable "per perspective" editor sharing

This is in the nature of experimental API for M3,
hideEditor(IEditorReference) and showEditor(IEditorReference).
