[platform-ui-dev] Notifying about design discussions

Related to the recent questions by David and Jan, I believe that we should try to notify the
mailing list more often about design discussions that happen on
specific bugs in Bugzilla.  This will make it easier for everyone to
contribute to interesting discussions.

For example, there is a discussion going on at https://bugs.eclipse.org/bugs/show_bug.cgi?id=203492
 about how we can make it easier for clients of the data binding framework to specify which converters and validators should be used.
