One clarification you may want to make...

In the "Accepting patches from
the community" section it says 
        "members
of the community who are not committers of this project."
Since there has been much discussion
around the scope of "this project" you might want to state explicitly,
"people who are not committers on the Eclipse top-level project".

We have a new document up on the wiki outlining how
we intend on  
categorizing bugs from here on out as well as handle patches from the  
community.  The link is http://wiki.eclipse.org/index.php/ 
Platform_UI_Bugs .  All committers should familiarize themselves with
 
this document and apply it to any new bugs that enter their buckets.
