[platform-ui-dev] Update to an Eclipse Corner article needs reviewin'

Can somebody take a look at:

It's an update to Simon's "Contributing Actions to the Eclipse Workbench"
article on Eclipse Corner. 

There's a few bits of funky formatting that I'll take care of. I'm mostly
interested in your comments on the content. Is what's there correct? Is
something important missing (within the constraints established by the
article)? Please add your comments to the bugzilla record.
