[platform-ui-dev] component.xml's released

I've released the component.xml files, which describe the API boundaries 
of our components, to the top-level directories of the following plug-ins:

org.eclipse.core.commands
org.eclipse.jface
org.eclipse.ui
org.eclipse.ui.ide
org.eclipse.ui.presentations.r21
org.eclipse.ui.views

The build.properties files have also been updated to included these in the 
source builds.

Doug, can you please ensure that these get included in the I-build?
