I've removed the createHelpListener(ICommand command) method from the new
IWorkbenchHelpSystem interface introduced in 3.1.  With the deprecation of
ICommand it didn't make sense to ship it for 3.1, not to mention the fact
that the implementation of the method was not currently behaving as one
would expect.  Please see
