[platform-ui-dev] Changes to RCP page

I've made some updates to the RCP home page at 
http://dev.eclipse.org/viewcvs/index.cgi/%7Echeckout%7E/platform-ui-home/rcp/index.html

Changes include:
- a reorg to focus on RCP as it is now (3.0 and later), as opposed to 
focussing on the original proposal materials
- link to a new RCP tutorial available at IBM developerWorks:
http://www-106.ibm.com/developerworks/edu/os-dw-os-rcp1-i.html
- links to relevant help topics
