As a final update on where things are with the R2.1
presentation.  The bug 52780 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=52780)
has been fixed.

How to use it.  
Go to Window > Preferences > Workbench >
Appearance and choose your "Current Presentation", hit "OK"
(and click "Yes" on the prompter) then restart the workbench.

NOTE: the previous steps involving a plugin_customization.ini
file still work and are a useful example of applying custom presentations
(for details see the README.TXT in the org.eclipse.ui.internal.r21presentation
project).
