[platform-ui-dev] R2.1 Look status report

Andrew and I have just attached the
plug-in and project for an initial R2.1 look plug-in to the bug 52780.

By way of a status report, this means
the following:
   - we have a plug-in that
on startup replaces the presentation with the native tab folder with-out
requiring changing any code in the underlying UI plug-ins
   - we have made some changes
in the underlying code to support presentations in this way hence it took
a little longer

Next Steps:
   - take the R2.1 CTabFolder
code etc... and port it to this plug-in
   - evaluate what else should
be done to accomplish the goal of supplying the R2.1 look
   - see what evolves
