We have decided to defer the implementation of 
IProgressService.requestInUI(UIJob job, String message) until 3.1 as it is 
not currently in use in the SDK and still needs a lot of work to acheive 
the quality of the rest of the progress support.

I will be deleting this API today as part of our general API cleanup 
effort.
