i don't think this rule had anything to do with new
API (@since 3.0).

i recall in the 2.1 cycle at least that 'experimental
API' added in that cycke 
could disappear anytime before the final code freeze.

i have heard 'no more API changes after M8' buzzing
around. i think that rule is implicit because
we are starting bug fixing in M9; i can't seem to
find it written down anywhere.
