Hi Jared, I've just fixed a bug (https://bugs.eclipse.org/bugs/show_bug.cgi?id=46523) in 20031111 that was preventing non-IDE applications of generic workbench from coming up. You will need to load UI from HEAD, or get N20031112 in the morning.
