The issues involved with the drop down and possible excessive number of clicks
might be solved if you had something like a fast view that can be attachec to a
workbench part. In essence, you would want something like Jared's view attached
to the editor workbook. Clicking on the icon of the unexpanded view would open
the view, clicking the minimize button or outside the view would hide it again.
The functionality of the the view itself could be made similar to Jared's view,
or changed accordingly.

This might not be an appropriately scoped solution for M3, since it would
involve allowing fast views to be attached to workbench items (either by the
user or in code), which has issues of it's own. It might be worth considering,
however.
