Ctrl+Shift+B is what the debugger currently uses to add a line breakpoint.

We are considering changing the accelerator for Build to Ctrl+Shift+B.
This is to address:
[Bug 16112] New: Conflict of keyboard shortcut key (Ctrl+B)
http://bugs.eclipse.org/bugs/show_bug.cgi?id=16112

Ctrl+B is commonly used for Bold across many products.  Products such as
WSAD which have an HTML editor appear non-standard if they don't support
this shortcut.

Although this will require some adjustment for people that trigger builds
manually, those that use auto-build will be unaffected.
I would like to decide on this by Monday.
