"Refresh" doesn't make sense on any of the views in the Java Perpective.  I
don't see the conflict of keystrokes.

I've been using the old accelerators for 5 years, and am not about to
switch just because some feature which isn't even valid wants a Key.  This
would be the straw that makes me unjar the runtime and change the text for
the accelerators.
