[platform-ui-dev] OLEEditor to be moved

The org.eclipse.ui.internal.OleEditor class will be moved in an upcoming
build to a fragment to allow for its exclusion from Linux builds.

No one should be referring to it directly as it is internal but please let
me know if this is going to present a problem.
