Please be very careful if you implement Randy's suggestion below.
I think it's OK to disallow the user from detaching a view if they drag the
Tab. But it is very important that the user continue to be allowed to
reorder the tab sequence via drag and drop.
Also, please continue to allow the user to drag and drop the area to the
right of the tab (so that they are able to move the entire notebook rather
than an individual view).
THESE TWO SUBTLE FUNCTIONS ARE VERY IMPORTANT TO PRESERVE :-)

Please also remove the ability to drag a view using the "tab space" along
the bottom (when it is stacked on another view).
When the view has a scrollbar along the bottom it is very easy to miss the
scrollbar and end up moving the view instead.
