I don't know of any way to do that. The behavior appears to be hard coded.

As is explained in this article (http://www.eclipse.org/articles/article.php?file=Article-Forms33/index.html) the message manager in a form header will not show warnings when there are errors.
 
This works fine and is logical: users should solve errors. But it will also not show information messages when there are warnings. I don’t think this is logical because the user may deliberately ignore some warnings but can still be interested in seeing information messages that may not be related to the warnings.
 
Is there a way to still show these information messages in the form header tooltip when the message manager contains both warnings and information messages?
