[platform-text-dev] Keep MANIFEST.MF in Sync with Packages

As of now all text plug-ins contain a MANIFEST.MF. This means that if you
add, remove or rename a package, including internal ones, you have to
update the 'Export-Package' header in the MANIFEST.MF.
