I can't speak for the committers, but you should know that you are not
alone.  There was discussion about this item at EclipseCon. See bug 51217
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=51217). Note that this is
blocking issue for outstanding bugs in the ant editor so I expect it will
get some attention, though you may not hear much right away since the teams
are focused on getting the M7 build out the door.

Hi text devs,

I'm curious about what's up with the "introduce nested partitions" item 
on the 3.0 plan. Is that going to be investigated for M8? Or is it 
deferred? Which would be a shame since it seems a lot of editors need 
this feature.

[Random thought: Maybe if "advanced" XML editing was a core feature of 
the platform/SDK, text features that are generally important but simply 
not required for Java editing would get more attention :-P ]
