The SCC interface is widely regarded to be a horrible API.  Even MS has 
moved away from it since Visual Studio 2003.  Eclipse has a very robust 
Team API, and I cannot think of any significant version control tools that 
do not already support it.

What is the list of version control tools that offer no option for Eclipse 
support, but have SCC support?  Are these just tools that are no longer 
developed?
