[platform-swt-dev] New SWT branches

SWT development has been split into two
branches:

master          
                 -  4.2
development
R3_8_maintenance   -  3.8
development

Note that until the end of Juno, commits
have to be done in both branches.  You can use "git cherry-pick"
to pull commits from master into R3_8_maintenance.  It is the same
process used to do back ports.
