I can't answer (a) because I'm not a lawyer but I personally would view (b) in a very positive light.  There are ports out there of SWT to C# and the library has been called from Lisp and the E language.  I would suggest you contact members of the Eclipse PMC about legal issues.  We are lowly developers.

[platform-swt-dev] SWT porting





I'd like to port SWT & JFace to a different language (other than Java), and the license appears to allow one to do so. However, I'd like to confirm that such an endeavor (a) is legitimate from a licensing perspective and (b) would be viewed in a positive light by SWT team.
 
The port would be open-source, and the goal would be to maintain an identical API from a user/developer standpoint. The question is, with whom should I discuss this with? Is this the right place?
