CPL allows for repurposing of the code for any use including commercial use and it doesn't have any requirements about the license of the containing product such as whether it has to be open or closed source, free or otherwise. By contrast, GPL requires that products containing GPL components be licensed under GPL and be open sourced. So the upshot is there can be no GPL'd components inside a CPL'd package.
