No, Sweet is what is available from SourceForge.  SWTworkbench has not been released but is scheduled to go into beta sometime this quarter.

Sweet is a small set of extensions and conventions used with JavaBeans in order to support SWT components in GUI builders.  For more information, please see the Sweet design document available through the Sweet web site (http://sweet-swt.sf.net).  If you have questions after reading the document, the Sweet team welcomes your feedback, but please post it to the Sweet developers' mailing list (sweet-swt-develop@xxxxxxxxxxxxxxxxxxxxx).

I had connectivity problems yesterday too, although not to SourceForge; I wonder if there was a problem with one of the Internet backbones...  No, the CVS server hasn't been changed and I can ping cvs.sourceforge.net now just fine.

Sweet is currently under heavy development and as such is still available only through the CVS server on Sourceforge.net.  There are directions about how to download and compile the current Sweet sources on the Sweet web site.

In the future, please post messages about Sweet to sweet-swt-develop@xxxxxxxxxxxxxxxxxxxxx.  This is where we are discussing Sweet and we'd be more than happy to help you more there.  This forum is for developers of SWT only.
