I'm not a lawyer, but IIRC, the GPL does not permit you to distribute
commercial applications on top of GPL-licensed libraries.

"Commerical" doesn't mean anything in this context as presumably the salient issue there is whether you get paid for the software and neither GPL nor CPL say antyhing at all about money.

The key requirement of both CPL and GPL is that any distribution of the binaries must include or provide access to the source for no additional charge and the right to redistribute same.
