No I don't know of any. I urge IBM to make that tool.
Droping widgets on widgets should not be so hard to do.
The examples come whith a interactive view, where you can push buttons
to add widget of you choosing to layouts. Code is automatically
generated. This indicates to me that a wysiwyg is posible and probably
not that difficult.
