As Andrey suggested, https://github.com/eclipse/tycho/issues/1124 is the root cause. This is the consequence of an important change in Tycho but this change appears to not be stable enough yet. This change is currently disabled and the legacy behavior is now restored, until some solutions is found and validated against all examples of breakage we've noticed so far (including Platform Build).

I've triggered a new I-Build that should hopefully complete.
