It is done via editing cron compatible entry in the job configuration as it's visible https://ci.eclipse.org/releng/job/I-build-4.20/jobConfigHistory/showDiffFiles?timestamp1=2021-03-20_06-49-20×tamp2=2021-03-24_03-23-45 . New builds are generally started on failures and on request whenever some potentially disruptive releng change lands in (e.g. macosx arm64 addition, jetty10 update) so issues are faced earlier to prevent failing regular builds as much as possible.
