Hey Kit,
We don't have win32 test results last 4 days (https://download.eclipse.org/eclipse/downloads/index.html). https://ci.eclipse.org/releng/ is piling win32 jobs due to https://ci.eclipse.org/releng/computer/6mnjf-windows-10-vnc/ being disconnected. 
In such cases bug like https://bugs.eclipse.org/bugs/show_bug.cgi?id=553456 should be open against CI-Jenkins bugzilla component.

P.S. As much as this is duty of current releng person it would be very nice if community at large keeps an eye on such things and acts accordingly so we spread the load.
