I tried to bypass downloading platform product. But creation of base builder requires downloads from https://download.eclipse.org/eclipse/updates/4.19-I-builds/ which is failing. Needs  Bug 569765 - Getting not found error while downloading from download.eclipse.org to be fixed before we can try another build
