Normally it takes 30 mins to reflect changes in the webpages due to web server cache issues.

The pages inside build folder are dynamic with php these will take close to 30 mins to reflect new changes. To avoid this you can use different browser. 

For the main download page https://download.eclipse.org/eclipse/downloads/ you can use https://ci-staging.eclipse.org/releng/job/eclipse.releng.updateIndex/ to regenerate index page

I've manually re-triggered failed jobs, but there seem to be some confusion in the generated index file (it says no Windows and Linux Java 13 results, even if later are there) and also Windows results are *really* missing.
