[platform-releng-dev] update site is not (any longer) self-contained

Hi,

I seemed to understand that update sites like
   http://download.eclipse.org/eclipse/updates/4.8milestones/S-4.8RC4a-201806110500/
are intended to be self-contained.

As of now, the following dependency is not contained:

Missing requirement: Tip of the Day UI Feature 0.1.0.v20180608-1525 (org.eclipse.tips.feature.feature.group 0.1.0.v20180608-1525) 
requires 'org.eclipse.equinox.p2.iu; com.google.gson 0.0.0' but it could not be found

InstallableUnit(com.google.gson) is required by:
  ValidationSet(main)
    Contribution(sdk)
      MappedRepository(/home/data/httpd/download.eclipse.org/eclipse/updates/4.8milestones/S-4.8RC4a-201806110500/)
        InstallableUnit(org.eclipse.tips.feature.feature.group 0.1.0.v20180608-1525)

Is this intended??
