Similar sites have been retained since the first usage of composite sites ( http://download.eclipse.org/eclipse/updates/3.5 apparently) and it's easy to get back with retained content on similar URLs until http://download.eclipse.org/eclipse/updates/3.0 . So it seems like those URLs and content are going to be eternally available like the 3.0 one ;)
