Since we have started up the 4.6.3 M-Builds
the equinox.http.servlet.tests have been failing consistently with this
error on linux.gtk.x86_64 only:

Caused by: java.net.BindException: Address
already in use

Not sure why the server port used for
the test is in use here and only causing errors for the M-build on this
test machine.  I filed bug https://bugs.eclipse.org/bugs/show_bug.cgi?id=510038
