Ah. Perhaps we should set up some sort of watchdog that monitors our infrastructure and texts our webmaster (or other oncall person) when it goes down? From the comment in the bug, it sounds like the fix was trivial but Fredric had just been unaware that the server needed rebooting. If we had some sort of live monitoring, it might reduce the duration of our downtime.
